Or, delay using the humanities. First, just cite specifics as to one's background: the styles one prefers in one's routines involving food-clothing-shelter. (This last could expand to include interior design of buildings one uses, exterior landscapes one travels in, and modes of travel.)
Let schools have students introduce themselves as fellow citizens in their culture -- with personal choices. Rewrite initial essays after all have read and discussed them in one class. Enlarge to quote sympatico peers. Eventually send all that class's intro essays in exchange for those from a peer group in a neighboring culture.

I think the idea of "forming alliances across countries with fellow democracy-loving people" is an excellent one, especially since Americans really don't have a playbook when it comes to defending the nation from hostile forces within.
